Liberia Adopts AI-Driven ORAS Platform To Boost Revenue Without New Taxes

With the deployment of a new smart revenue monitoring platform—the Operator Revenue Auditing System (ORAS), created by worldwide technology business N-Soft—the Liberia Revenue Authority (LRA) has made a big step in modernizing its tax collecting systems. The platform, installed on May 15, 2025, is scheduled to formally debut in the following weeks. Its main goal is to raise local income collection free from new tax burdens on residents. 

High-revenue industries—those previously under-monitored—like telecommunications, mobile money, and gaming—are the focus of the ORAS platform. By allowing real-time, automated tracking of transactions across these areas, the system makes sure that taxes already paid by consumers are precisely recorded and reported. 

LRA Commissioner General James Dorbor Jallah called the project a strategic change toward more equitable and smarter revenue mobilization. He added, “This partnership is about collecting what is due in a transparent manner, not about raising taxes. ” With real-time data from the digital economy—starting with telcos, mobile money, and gaming—we can unlock hidden revenues and go toward reaching the US$1 billion revenue mark in the near future. 

Designed on ETL-C (Extract, Transform, Load-Certify) architecture, the ORAS system lets the LRA easily collect, analyze, and validate huge volumes of transaction data. It encompasses mobile money commissions, scratch card sales, airtime top-ups, digital services, and gaming outcomes among other revenue streams. This uncovers previously hidden income and enhances the correctness of Goods and Services Tax (GST) reporting.

ORAS aims to collect existing but unreported income, therefore making Liberia’s tax system more just by guaranteeing that actual revenue producers are held accountable, unlike traditional methods that rely on raising tax rates.

According to Mr. Kollie U. Zayzay, Assistant Commissioner of the Management Information Systems Division (MISD) of the LRA, ORAS improves income assurance by automated and certified data streams, eliminating long-standing tax gaps and strengthening compliance in industries with massive and intricate data loads. He also stressed that the system follows international data protection requirements and has stringent cybersecurity methods to protect taxpayer secrecy and system integrity. 

Expressing great support for Liberia’s digital transformation efforts, N-Soft Chairman Roger Zini said, “We’re proud to support Liberia’s commitment to open and accountable governance. With ORAS, Liberia is taking a major step toward transparency and fiscal sustainability. ” He observed that several African countries already saw revenue performance improve thanks to related systems. 

Once running, ORAS will give the LRA an unmatched degree of real-time monitoring, therefore changing Liberia’s tax system’s efficiency and setting the stage for governance reform and long-term economic growth.

In February 2025, N-Soft signed a contract with several Liberian agencies including the Ministry of Justice, Ministry of Finance and Development Planning, National Investment Commission, and the LRA, formalizing this collaboration. Many view the agreement as a historic step forward to advance multi-sectoral revenue visibility, openness, and responsibility.
