Chad, part of Central Africa has broken down the speed of the internet to check the spread of messages “inciting hate” on social media. A temporary measure was introduced by Mahamat Zene Cherif, a government official on 22 July to slow the internet because of “the dissemination of messages inciting hate and division”.
The restrictions were implemented because of a video showing a Chadian military officer in a dispute with two young mechanics. The images were of July 14 showing the opening fire on one of them at point-blank range, before being attacked with a knife.
